Is the 7th fleet afraid?

Well since the 7th is getting operational orders from ComPac and not you explains why. they only have to be in the area, they dont need to sail into a geographical dead end where they have China on the west, north and north east, N. Korea on the N East. It's just not neccessary. We can park a battle group within 200 miles and countries piddle themselves.
