Odd blue 'bubbles' on the beach?

I was at the beach tonight (Northwest Florida area) and there were these odd blue bubble like things in the sand and attached to shells that had washed ashore. They were a beautiful blue, transparent, and had a consistency of plastic wrap, like saran wrap. What are they? Egg sacks? Dried Sea foam? You couldn't pick them up without them falling apart.
