Level 1 to level 2 on yahoo answers?

Well im almost a level 2 but i just realized when you ask a question,like now, it takes away 5 points. so if i get my 2 point answer and go to level 2 and then i ask a question and it takes away 5 do i get demoted? what happens if you run out of points? do you just not be allowed to ask questions or is your account removed. also i havent gotten a best answer yet but how many points do i get if i do? what does each level get you, like level 2 lets you vote, what do the others do?
